That Chamber has now
changed its view and the repeal of the obligation has been
suggested to the Government of Hong Kong by the Secretary
of State for Foreign Affairs through His Majesty's Minister
(now Ambassador) to China.
5. I am of opinion that this Ordinance is one which is
not contrary to the Governor's instructions and that it is
an Ordinance to which His Excellency the Officer Adminis-
tering the Government may properly assent in the name of
His Majesty and on His behalf.
